Accessing my Google account

I can't access Google account, they want me to go to my Google account and click on the payment history and I can't even log onto it because its been suspended, they sent me a pin number to verify my address and enter it into my Google account under the payment history tab and a smart guy can figure out that if your accounts been suspended then you can't access the payment history tab...have you a clue what to do? my account has been like that for months. I need to know the 800 number to call and speak with a human...HELP please !!!
